Organizational Relationships

CSURA exists within an existing framework of jurisdictions, each with a distinctive taxing structure and potential to contribute to TIF. As articulated in this Strategic Plan, CSURA views each of the taxing entities in the region as a partner in creating effective URA redevelopments and projects. The participation of each partner is critical to the long-term effectiveness of CSURA and, accordingly, CSURA believes that strengthening the relationships with each partner is central to the success of the organization.

City of Colorado Springs

Among these partners, the City of Colorado Springs plays a central role. The Mayor appoints 9 of the 13 CSURA board members with confirmation by City Council, thus has a key role in directing the nature and outlook of the organization. In addition, the City has a role in evaluating each URA project through the entitlement process and each plan area at time of adoption. As part of this Strategic Plan, a goal is to clarify the direction of CSURA and the types of projects it supports. Accordingly, with the recognition of the URA’s strategic direction, CSURA is looking for Council support for its decisions.
